Much of the higher cost comes from the Riverbend Water Resources District fee, which helps pay for a new water treatment plant. While some residents say they understand the need, they argue the added fee is putting strain on household budgets.
Resident Shay Quinn told city council the Riverbend fee made up most of her latest bill, adding $82 to a $94 usage charge.
City Manager David Orr said the fee was approved by council after studies and public hearings and helps fund a $490 million treatment plant. Orr also said a new online portal is coming that will allow customers to track water usage in near real time.
